Vision
With safe and well-maintained neighborhoods, Phoebus is a waterfront community and former municipality adjacent to Fort Monroe with a small town feel and rich history all its own, and a place where families and businesses alike can grow and prosper.
The Phoebus Partnership acts as stewards of this charming coastal community. The organization represents a consolidation of the Phoebus Civic Association, the Phoebus Merchants Association, and the Phoebus Improvement League, creating a galvanized community organization that speaks with one voice for Phoebus. Also falling under the Partnership’s organizational umbrella is the Hampton Cup Regatta, North America’s oldest continuously-run hydroplane boat race which takes place annually in Phoebus’ Mill Creek.
Organized in June 1986 as a 501(c)(3) charitable non-profit, the Phoebus Partnership relies on financial and volunteer support from the community to continue its good work. The Partnership’s affairs are managed by a board consisting of four executive officers who are elected annually and several directors who are elected for staggered two-year terms.
The Partnership is a member of the National Trust for Historic Preservation, the National Alliance of Preservation Commissions, Preservation Virginia, the Virginia Downtown Development Association, Virginia Main Street/Main Street America, the American Flood Coalition, and the Peninsula Museums Forum.
Mission
The Phoebus Partnership is organized for the specific purpose of improving, conserving, and revitalizing the business, housing, social and economic conditions associated with the quality of life for citizens of the Phoebus area of Hampton, Virginia.

Phoebus Events
Phoebus Events is an all-volunteer, non-profit committee of the Phoebus Partnership composed of merchants and residents of Phoebus. The Phoebus Events committee aims to foster and uphold our decades-long tradition of small-town festivities and community spirit by engaging residents of the greater Phoebus area and beyond. All Phoebus Events take place in the heart of historic Downtown Phoebus on Mellen Street and each event is FREE and open to the public.
